ARRA and Davis Bacon
Section 1606 of ARRA specifies that laborers and mechanics employed by contractors and subcontractors on construction projects funded directly by or assisted in whole or in part under ARRA must be paid at least the wages rates prevailing in the locality in accordance with the Davis Bacon Act (DBA).
State and local units of government are not considered contractors under the DBA when the construction is performed by their own employees.
Community Action Agencies (CAAs) and other local non-profit groups are covered by DBA when their employees are used to perform work.
In addition, contractors and subcontractors of State and local units of government and CAAs are also DBA-covered.
Davis Bacon is back for FY2010 SRF Loans
On October 30, 2009, P.L. 111-88, "Making appropriations for the Department of the Interior, environment, and related agencies for the fiscal year ending September 30, 2010, and
for other purposes," was enacted.
This law provides appropriations for both the Clean Water State Revolving Fund (CWSRF) and the Drinking Water State Revolving Fund (DWSRF) for
Fiscal Year 2010, while adding new requirements to these already existing programs.
One new requirement requires the application of Davis-Bacon Act requirements.

Southwest Florida Figure Skating Club (SWFFSC) in Ellenton, Florida sent 4 Pairs Teams to US Nationals.
Haven Denney and Daniel Raad, the 2009 Novice Pairs Silver Medalists, competed at the Junior level in 2010. Daniel Raad also competed in Senior Men's Singles. It is an extraordinary accomplishment for a skater to qualify at the National level for both pairs and singles.
Tracy Tanovich and Michael Chau, the 2009 Junior Pairs Champions, moved up to the Senior level in 2010.
Amanda Evora and Mark Ladwig won the 2010 US National Senior Pairs Silver Medal.
Caydee Denney and Jeremy Barrett became the 2010 US National Senior Pairs Champions in Spokane.
All of these skaters have the hearts of champions and are righfully among the best in the Nation.
We're proud of each of these athletes! Congratulations!
Olympic Update
In addition to their success at Nationals, the Pairs Teams of Caydee Denney/Jeremy Barrett and Amanda Evora/Mark Ladwig had great performances at the Vancouver Olympics and are set to head to World's next month.
Both teams brought honor to Team USA and Florida with their outstanding abilities and dedication to the sport.
